10-1-5: INTERPRETATION:
   A.   Minimum Standards Established: In their interpretation and application, the provisions of this Code shall be held to be the minimum requirements for the promotion of the public health, safety and general welfare.
   B.   Higher Standards Govern: Where the conditions imposed by and provisions of this Code upon the subdivision of land are either more restrictive or less restrictive than comparable conditions imposed by any other provisions of this Code or of any other applicable law, ordinance, resolution, rule or regulation of any kind, the regulations which are more restrictive and impose higher standards or requirements shall govern.
   C.   Easements or Covenants Not Abrogated: This Code is not intended to abrogate any easement, covenant or any other private agreement, provided that where the regulations of this Code are more restrictive or impose higher standards or regulations than such easement, covenant or other private agreement, the requirements of this Title shall govern.
   D.   Existing Subdivisions: No subdivision of land which was not lawfully existing at the time of the adoption of this Code shall be made lawful solely by reason of the adoption of this Title and to the extent that the subdivision of land is in conflict in any manner with the requirements of this Code, it still remains lawful.
