7-2-8: TRAFFIC LIMITS:
Parades and open air meetings shall be limited to such numbers as will not obstruct traffic either vehicular or pedestrian, in an unreasonable manner. The Chief of Police may request reasonable regulations as to spacing of paraders, length of parade, duration of time so police manpower will not be diverted for too long a period of time from its other duties, giving consideration to the day of the week, the expected amount of vehicle and pedestrian traffic, weather conditions and the holiday conditions, if any. The time requested may be reset or diminished if necessary to avoid relocating or re-routing overly large amounts of vehicles or pedestrian traffic covered by peak periods of traffic. The Village Clerk may then issue a permit with those conditions. (1989 Code)
