The owner of record of a motor vehicle seized and impounded pursuant to section 6-9-1 of this chapter must pay an administrative fee pursuant to title 13, chapter 1, "Fee Schedule", of this Code plus applicable towing and storage fees, unless otherwise determined by the Hearing Officer. An administrative fee imposed pursuant to this section constitutes a debt due and owing the Village, and is due immediately. In the event of a hearing before the Hearing Officer or an appeal of the Hearing Officer's decision, payment of an administrative fee under this section will be deemed due on the date of issuance of the Hearing Officer's decision or the final court order.
