5-5-1: DEFINITIONS:
The following terms shall have the meanings herein ascribed to them:
DIRECT DIALER: A fire alarm system that utilizes a telephone device or attachment to automatically select a telephone trunk line at the Lake Zurich Fire/Rescue Department or at an alarm service or central station alarm and then reproduces a prerecorded message to report an alarm.
FALSE ALARM: The activation of a fire alarm system by one or more of the following causes when no fire or other emergency circumstance exists:
   A.   Mechanical failure of any element of the fire alarm system;
   B.   Malfunction of any element of the fire alarm system;
   C.   Improper installation, maintenance, repair or operation of the fire alarm system; or
   D.   Any other cause, except as provided herein.
This definition shall not include activation of a fire alarm system by natural causes such as tornadoes, severe wind storms, earthquakes and the like, and also shall not include the malicious act of any person not the fire alarm user or any agent, employee, servant or other person within the direction, control or responsibility of the fire alarm user.
FIRE ALARM SYSTEM: Any assemblage of mechanical or electrical equipment or devices (or any single device) arranged to signal the existence, or supposed existence, of a fire or other emergency requiring the response of the Lake Zurich Fire/Rescue Department.
FIRE ALARM USER: The person, family, household, firm, entity, partnership, association, corporation, company, organization or state, or subdivision thereof other than the Village, in possession or control of any building, structure, facility or property in the Village where a fire alarm system is currently being maintained or is hereinafter maintained.
FIRE ALARM USER PERMIT: A permit issued by the Village for the privilege and ability to operate a fire alarm system within the Village. No person, entity, or fire alarm user shall be issued a fire alarm user permit unless a) an application thereof is completed and submitted in a form satisfactory to the Fire Chief, b) the applicable fire alarm user permit fee is paid, and c) the fire alarm system complies with the fire alarm system requirements set forth in this Chapter.
