3-3C-18: PURCHASE OR POSSESSION OF ALCOHOLIC LIQUOR AND CANNABIS BY PERSONS UNDER THE AGE OF TWENTY ONE YEARS:
   A.   Definitions: The following terms shall, for the purposes of this section, have the meanings herein ascribed to them:
 
ALCOHOLIC LIQUOR:
Includes alcohol, spirits, wine and beer, and every liquid or solid, patented or not, containing alcohol, spirits, wine or beer, and, in the judgment of the Illinois Liquor Control Commission, capable of being consumed as a beverage by a human being. The word “solid” means any substance which, by dilution or processing, becomes an alcoholic beverage.
CANNABIS:
Marijuana, hashish, and other substances that are identified as including any parts of the plant Cannabis sativa and including derivatives or subspecies, such as indica, of all strains of cannabis, whether growing or not; the seeds thereof, the resin extracted from any part of the plant; and any compound, manufacture, salt, derivative, mixture, or preparation of the plant, its seeds, or resin, including tetrahydrocannabinol (THC) and all other naturally produced cannabinol derivatives, whether produced directly or indirectly by extraction; however, “cannabis” does not include the mature stalks of the plant, fiber produced from the stalks, oil or cake made from the seeds of the plant, any other compound, manufacture, salt, derivative, mixture, or preparation of the mature stalks (except the resin extracted from it), fiber, oil or cake, or the sterilized seed of the plant that is incapable of germination. “Cannabis” does not include industrial hemp as defined and authorized under the Industrial Hemp Act. “Cannabis” also means cannabis flower, concentrate, and cannabis-infused products.
 
   B.   Purchase Or Acceptance Prohibited: No person under the age of twenty one (21) years shall purchase or accept a gift of alcoholic liquor or cannabis or have alcoholic liquor or cannabis in his or her possession, and no person under the age of twenty one (21) years shall have any alcoholic liquor or cannabis in his or her possession on any street or highway or in any public place or in any place open to the public. This provision shall not prohibit the consumption of alcoholic liquor by a person under the age of twenty one (21) years in the performance of a religious ceremony or service, nor cannabis use where authorized by the Compassionate Use of Medical Cannabis Program Act or by the Community college Cannabis Vocational Pilot Program. This provision shall not prevent the consumption of alcoholic liquor by a minor in his or her own home pursuant to the condonation and supervision of his parent or legal guardian, and provided further, however, that this provision shall not apply to possession of alcoholic liquor by a person under the age of twenty one (21) years making a delivery of alcoholic liquor in pursuance of the order of his or her parent or legal guardian or in pursuance of his or her employment.
   C.   Misrepresentation Prohibited: It shall be unlawful for any person under the age of twenty one (21) years to misrepresent his or her age for the purpose of purchasing or obtaining alcoholic liquor or cannabis in any place in the village. It shall be unlawful for any person under the age of twenty one (21) years to present or offer to any licensee, or his or her agent or employee, any written, printed or photostatic evidence of age or identity which is false, fraudulent or not actually his or her own for the purpose of ordering, purchasing, attempting to purchase or otherwise procuring or attempting to procure the serving of any alcoholic liquor or cannabis, or to have in his or her possession any false or fraudulent written, printed or photostatic evidence of age or identity.
   D.   Transfer, Alteration Of Identification Prohibited: It shall be unlawful for any person under the age of twenty one (21) years to transfer, alter or deface an identification card or to obtain an identification card by means of false information, when such card may enable such person to circumvent the provisions of this chapter.
   E.   Conveyance Of Identification Prohibited: It shall be unlawful for any person to sell, give or furnish to any person under the age of twenty one (21) years any false or fraudulent written, printed or photostatic evidence of the age and identity of such person or to sell, give or furnish to any person under the age of twenty one (21) years evidence of age and identification of any other person.
