3-2-17: TAXICABS:
   A.   Restrictions On Issuance Of License: No taxicab license shall be issued to or held by any person who is not a person of good character or who has been convicted of a felony, nor shall such license be issued to or held by any corporation if any officer thereof would be ineligible for license under the foregoing conditions.
   B.   Bond Or Insurance Required: No taxicab shall be operated unless it is covered by a bond or public liability policy as required by statute.
   C.   License Tag Or Sticker: The village clerk shall issue suitable tags or stickers for the number of cabs covered by each license. Such tag or sticker shall be displayed in a prominent place on each taxicab when in use, and may be transferred to any other taxicab put into service to replace one withdrawn from service. The licensee shall notify the clerk of the motor number and state license number of each cab operated and of the corresponding village tag or license sticker number.
   D.   Driver's License Required: No person shall drive a taxicab or be hired or permitted to do so unless he is duly licensed by the state of Illinois and the police chief. (Ord. 93-12-627, 12-6-1993)
   E.   Operation Of Taxicabs:
      1.   If any licensee on whose behalf a license tag or sticker has been issued shall fail to operate all or any of the taxicabs covered by such license tag or sticker for a period of six (6) consecutive days, regardless of any intent to resume such operation or any intent not to abandon such operation, then such license tag or sticker may be revoked or modified by the village manager so as to cover and authorize only the number of cabs actually operated.       2.   Every driver of a taxicab shall obey all traffic rules established by statute or ordinance.
      3.   Every driver of a taxicab shall accept as a passenger any person who seeks to use the taxicab, provided such person is not intoxicated and provided that such person conducts himself or herself in an orderly manner. No person shall be admitted to a taxicab occupied by a passenger without the consent of the passenger. The driver of a taxicab shall take the passenger to his or her destination by the most direct available route from the place where the passenger enters the taxicab.
      4.   No person shall knowingly permit any taxicab to be used in the perpetration of a crime or misdemeanor.
      5.   No driver of a taxicab while on duty shall drink any alcoholic beverage, or use any profane or obscene language, or shout or call to prospective passengers, or disturb the peace in any way. (Ord. 93-12-627, 12-6-1993)
   F.   Rates Of Fare; Payment: No passenger shall fail or refuse to pay the lawful fare at the termination of the trip. No driver of a taxicab shall charge more than shown in title 13, chapter 1, "Fee Schedule", of this Code. Fare and one-half (1/2) may be charged for service given between the hours of eleven o'clock (11:00) P.M. and six o'clock (6:00) A.M. Waiting time may be charged at a rate shown in title 13, chapter 1, "Fee Schedule", of this Code. (Ord. 93-12-627, 12-6-1993; amd. Ord. 2018-12-279, 12-3-2018)
   G.   Vehicle Requirements:
      1.   No taxicab shall be operated unless it bears a State license duly issued, and no such taxicab shall be operated unless it is equipped with proper brakes, lights, tires, horn, muffler, rear vision mirror and windshield wiper, all in good condition. The Police Chief shall inspect each taxicab so often as may be necessary to ensure compliance with the provisions of this subsection.
      2.   Each taxicab, while operated, shall have on each side, in letters readable from a distance of twenty feet (20'), the name of the licensee operating it. If more than one taxicab is operated by a different number, then such number also shall appear on each side of such taxicab.
   H.   Cab Stands:
      1.   Locations for cab stands shall be such as are from time to time provided by the Board of Trustees.
      2.   Each cab stand shall be appropriately marked by signs erected under the supervision of the Police Chief.
      3.   No person shall park any vehicle other than a licensed taxicab in any cab stand. A licensed taxicab may be parked in any cab stand only while such taxicab is in the immediate charge of its driver awaiting a fare. (Ord. 93-12-627, 12-6-1993)
   I.   Revocation Of Taxicab Driver's License: The Village Manager may revoke any taxicab license for repeated violations of Traffic Laws or ordinances or for the violation of any provision regulating the conduct of a taxicab driver. (Ord. 93-12-627, 12-6-1993; amd. Ord. 2012-10-861, 10-1-2012)
