Only one public scavenger license shall be issued and be outstanding at any one time for the collection of waste from single-family residential structures in the village. Such public scavenger license shall be issued to the person who is awarded the contract with the village to perform such waste collection services. This section shall not prohibit the continuation of existing scavenger service within newly annexed territory for a period of one year following annexation if the public scavenger serving such area secures a license from the village, nor shall it prohibit the licensing of public scavengers or offal scavengers for the sole purpose of removing refuse from building contractors' operations, commercial or industrial properties.
