(a) The Director of Public Works is hereby authorized to establish hours of operation as he or she deems necessary and to establish limits on both the quality and quantity of refuse, garbage and other materials brought to the Lakewood refuse and recycling center.
(b) The Director is hereby authorized to establish rules and regulations for the pick up and collection of refuse, garbage and other materials by the Department of Public Works.
(c) The Director shall, from time to time, establish a schedule of rates and collection user fees for the collection and disposal of nonresidential refuse, garbage and other material by the Public Works Department, by filing said schedule with the Clerk of Council. If Council fails to reject said schedule within sixty days, said schedule shall become effective.
