Upon the neglect or refusal of any owner, lessee, occupant, agent or other person having control of any premises, house, manufactory, workshop or other place to comply with a notice to abate a nuisance, the Mayor or Director of Public Safety may abate such nuisance, and the owner, lessee, occupant, agent or other person having control of any premises, house, manufactory, workshop or other place, in addition to any other penalty provided in this Sanitary Code, shall be liable to the City for the cost of such abatement or removal, to be recovered in a civil action before any court having jurisdiction thereof.
