(a) No owner, lessee or occupant of any premises in or upon which any condition prohibited in Section 1779.01 exists, shall fail or refuse to abate the same within seven days after being notified to do so, as hereinafter provided.
(b) In the event of a second citation for a violation of any provision of this chapter within six calendar months of a previous citation, the notice requirement under this chapter shall be twenty-four hours for correction, as opposed to the seven days required under subsection (a) hereof.
