No person, firm or corporation owning or having the possession, charge or management of any public swimming pool, public wading pool, or other artificial body of water shall permit the same to be constructed, used or maintained unless all the provisions of this chapter and all other laws and ordinances relative to any public swimming pools, public wading pools, or other artificial bodies of water are complied with.
