The Building Commissioner shall not issue a permit to construct or approve the construction of any public swimming pool or any alteration, addition, remodeling or other improvement thereto unless all state requirements are met. In addition, all indoor public pools which are to be used when the outside temperature is below sixty degrees Fahrenheit shall be provided with facilities for uniform and adequate heating of the pool room, dressing rooms and water in the pool.
