1703.25 ADEQUATE, PROPER, SUFFICIENT AND SUITABLE.

"Adequate", "proper", "sufficient" and "suitable" mean adequate, proper, sufficient and suitable in the judgment of the official charged with the enforcement of this Sanitary Code.
