(a) Light sources to illuminate signs shall be shielded from all adjacent buildings and streets and shall not be of such brightness so as to cause glare hazardous to pedestrians or motorists or so as to cause reasonable objection from adjacent residential districts pursuant to Section 1306.311. (b) All signs in commercial, industrial, and apartment ML and MH residential districts may be illuminated.
(c) Flashing or moving illumination shall not be permitted in any district within the City.
