(a) Upon receipt of a properly completed application form and compliance with Sections 1323.03, 1323.04 and 1323.05, the Commissioner shall register the applicant in a journal kept for that purpose, and shall issue to the registrant a Certificate of Registration valid only for the current calendar year. The registration shall expire on December 31 of each year and may be renewed from year to year.
(b) Contractors registered pursuant to this section shall warrant or be presumed to have warranted that all work performed and all materials to be supplied by contract are in compliance with all applicable ordinances of the City unless the contractee has actual knowledge of any deficiencies or noncompliance at the time the contract is entered into.
