No person shall deface any number put up in accordance with the provisions of this chapter, and no owner of a house shall continue the use of a number not in conformity with the provisions of this chapter. If any owner fails to number his house in accordance herewith, the City may place a number thereon and the costs therefor shall be due and payable to the Director of Finance, and shall be collected by due process of law.
