In order to provide for the convenience of the residents of the City, all houses in the City shall be numbered in accordance with the following plan or system:
On all streets or avenues within the City which run north and south (or generally in a northerly and southerly direction), the numbering of houses shall begin at the northerly end of each street or avenue, with either number 1 or number 2, or such numbers as will conform to the plan of numbering in the City of Cleveland, and proceed southerly in a consecutive manner at intervals hereinafter designated. On all streets in the City which run east and west (or generally in an easterly or westerly direction), such numbering shall begin with the next higher number over the correct number of houses at the City limits of Cleveland, as established by ordinances of such City.
