Notwithstanding any other provisions of this chapter, a home owner who performs the work and who occupies the premises wherein the work is to be performed may obtain a combination permit fee to cover all or any alterations, remodeling, plumbing, electrical or HVAC work, provided that the value of such work shall not exceed fifteen thousand dollars ($15,000) in total. 100.00
