Every occupant of a dwelling, dwelling unit or occupiable structure shall dispose of all of his garbage and any other organic waste which might provide food for insects or rodents in a clean and sanitary manner by placing it in approved nonabsorbent, covered garbage storage receptacles or in other approved garbage disposal facilities. It shall be the duty of the owner to supply such facilities or containers for all dwelling units in a building containing more than four dwelling units and for all dwelling units located on premises where more than four dwelling units share the same premises. In all other cases, it shall be the duty of the occupant of each dwelling unit and of each occupiable structure to provide and furnish such facilities or containers.
