Every occupant of a dwelling, dwelling unit or occupiable structure shall establish and maintain rubbish storage facilities adequate to contain all of the rubbish stored on the premises and resulting from the use or occupancy of the building or structure. Rubbish stored outdoors shall be contained in fly-tight, rodent-resistant, nonflammable and reasonably waterproof containers. Rubbish stored inside of buildings shall be stored in nonflammable containers. No person shall place or keep rubbish elsewhere than in such containers. Every occupant of a dwelling, dwelling unit or occupiable structure shall dispose of all of his rubbish in a clean and sanitary manner by placing it in containers as herein set forth.
