1306.23 LIGHTING OF PUBLIC HALLS AND STAIRWAYS.
   (a)   Every public hall and interior and exterior stairway in every multiple dwelling containing five or more dwelling units per floor shall be adequately lighted at all times, naturally or artificially, to provide the illumination of not less than one foot-candle on every part thereof.
   (b)   Every public hall and interior and exterior stairway, in structures containing not more than four dwelling units per floor and in occupiable structures may be supplied with conveniently located light switches controlling an adequate light system which may be turned on when needed, instead of full-time lighting.
