(a) The Lakewood incinerator, located at 12920 Berea Road shall be open for collections between the hours of 8:00 a.m. to 3:00 p.m., Monday through Friday, and shall be closed on Saturday, Sunday and legal holidays.
(b) The Director of Public Works is hereby authorized to vary the hours of operation as he deems necessary and to establish limits on both the quality and quantity of refuse, garbage and other materials brought to the Lakewood incinerator.
(c) The Director is hereby authorized to establish rules and regulations for the pick up and collection of refuse, garbage and other materials by the Service Department.
(d) The Director shall, from time to time, establish a schedule of rates and collection user fees for the collection and disposal of nonresidential refuse, garbage and other material by the Public Works Department, by filing said schedule with the Clerk of Council. If Council fails to reject said schedule within sixty days, said schedule shall become effective.
