Bills for the charges for the use and service of the Municipal wastewater disposal system shall be made out by the Water Department in accordance with the usual and customary practices. The time of making such bills and period covered thereby shall be in accordance with the meter reading practices of the Department. All bills shall be payable to and at the office of the Department.
