(a) No shipment of fireworks or other articles for the making of a pyrotechnic display from any point of origin within or without the City shall be transported, hauled, conveyed or delivered within the City by any person, firm, corporation or other organization, nor shall any such shipment of fireworks or other articles for pyrotechnic displays be constructed for, or accepted by any person, firm, corporation or other organization, unless such fireworks or other articles are to be discharged or displayed under authority granted by the Mayor pursuant to a resolution adopted by Council. In addition to the penalty for violation hereof, as provided in Section 501.99 of this Code, the Division of Police, and each member thereof, are hereby authorized to seize and confiscate any and all such fireworks or other articles for the making of a pyrotechnic display shipped, constructed for, accepted or in the possession of any person, firm, corporation or other organization, in violation of this section. (b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
