(a) No person shall sell intoxicating liquor to any individual who habitually drinks intoxicating liquor to excess.
(b) No person shall sell intoxicating liquor or beer to an intoxicated person.

(c) No holder of a permit shall give away any beer or intoxicating liquor of any kind or description at any time in connection with his business.

(d) No holder of any license hereunder shall sell, give or deliver any beer or intoxicating liquor to any member of the Division of Police or Fire of the City while such member is on active duty or in uniform.

(e) Whoever violates this section is guilty of a misdemeanor of the first degree.
