(a) No person, being the owner or occupant in control of a parking lot used for a business or businesses which sell a product likely to create litter, shall maintain such parking lot unless there is contained thereon a container for the deposit of refuse. Such refuse container shall be weighed or attached to the ground and equipped with lids and places in a location accessible to the public for the deposit of litter.
(b) It shall be the duty of such owner or person in control of the parking lot to collect the refuse deposited in the containers and to store the refuse in an approved location for refuse collection.
(c) Whoever violates any provision of this section is guilty of a minor misdemeanor.
