521.15 NEWSPAPER DROP OFF DELIVERIES.
   (a)   No person shall place or deposit newspapers in bundles, or otherwise, on the sidewalk or any public right of way in the City as a delivery drop off of such newspapers. Delivery of newspapers to a location other than the residential property occupied by a consignee of such papers shall constitute prima-facie evidence of a violation of this section; provided, however, that this section shall not be construed to prohibit the delivery of newspapers to any residential or commercial property where the occupant or owner has consented thereto.
   (b)   Whoever violates this section is guilty of a minor misdemeanor.
