(a) No person, other than the owner or person or persons authorized by law to collect refuse, shall rummage in, disturb or interfere in any manner with any receptacle containing refuse, or the contents thereof, or remove any such receptacle from the location where the same was placed by the owner thereof for the collection or refuse by the City, or remove the contents of any such receptacle or any portion thereof. (b) Whoever violates this section is guilty of a minor misdemeanor.
