(a) No person shall clean or wash any animal, vegetable, clothing, vehicle or any other article or thing in any market place, public thoroughfare or other public place, or in any harbor, river, canal, pond, creek or other public water in such manner as to constitute a nuisance.

(b) Whoever violates this section is guilty of a minor misdemeanor.
