(a) The Department of Public Safety shall enforce this chapter and rules adopted by the Chief of the Division of Watercraft, and, in the exercise thereof, any police officer has the authority to stop and board any vessel subject to this chapter and rules adopted under it.

(b) The Director of Public Safety is hereby authorized to promulgate such regulations as may be necessary to carry out the purposes of this chapter and also governing the use of life rafts, floats, boats, vessels or other craft of inflated rubber, not used for navigation purposes, at or on or along the shoreline of Lake Erie in the City or within two miles thereof, and to cause enforcement of the provisions hereof and of such regulations by the regular personnel of the Department of Public Safety or by such specially appointed deputies as hereafter may be authorized.
