All watercraft, except sailboats less than sixteen feet long having a cockpit depth of less than twelve inches and except canoes shall carry an anchor and line of sufficient weight and length to anchor the watercraft securely. The Police Chief may, by rule, exempt other types of watercraft from this section if he determines that carrying such anchor and line would constitute a hazard.
