No person who operates a watercraft to tow other persons riding upon water skis, surfboard or similar device shall tow more than two such persons simultaneously upon water skis, surfboards, or similar device, or any combination thereof, except upon special permit issued by the Police Department or other official having legal authority to issue a special permit under the laws of the State.
