A rental agency operating within the City shall not rent or offer any bicycle for rent unless the bicycle is licensed and a license plate or decal is attached, as provided herein, and such bicycle is equipped with the lamps and the other equipment required by this chapter and is in safe operating condition. Mobility devices registered to a shared mobility device and bicycle vendor are exempt from local licensing requirements.
