(a) No person shall park a bicycle or mobility device upon a sidewalk in such a manner so as to unduly interfere with pedestrian traffic. This includes ADA ramps, areas and entrances departing to and from buildings, and transit stops.
(b) No person shall park a bicycle or mobility device upon any street including parking spots and loading zones or as to unduly interfere with vehicular traffic.
(c) All bicycles and mobility devices must be parked in an upright position.
(d) Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
