The coins deposited in parking meters are required and shall be used to defray the expense of proper regulation of traffic upon the public streets of the City, to provide for the cost of supervision, regulation and control of the parking of vehicles in the parking meter zones, to cover the cost of leasing, purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of parking meters, and to cover the cost of acquiring and developing off-street parking areas.
