(a) Between the hours of 7:00 a.m. and 9:30 a.m. on the south side of Lake Avenue, the south side of Clifton Boulevard, and on either side of Hilliard Road between Madison Avenue and Riverside Drive, no person shall stand or park a vehicle on Monday through Friday. Between the hours of 4:00 p.m. and 6:30 p.m. on the north side of Lake Avenue, the north side Clifton Boulevard, and on either side of Hilliard Road between Madison Avenue and Riverside Drive, no person shall stand or park a vehicle on Monday through Friday. Further, no vehicle shall stop on the foregoing streets, on either side, during the designated hours on the days hereinbefore indicated, for the purpose of unloading property.
(b) The Director of Public Safety is hereby permitted to establish such other rush hour parking prohibitions within the City as are necessary and in the public interest. Such prohibitions shall be based upon appropriate traffic studies and upon a recommendation by the Division of Engineering of the City. Such rush hour prohibitions may include standing, stopping, parking, loading and unloading, and such other specific regulations as are determined to be necessary by the Director of Public Safety, based upon appropriate engineering studies and recommendations by the Division of Engineering.
(c) Regulations promulgated under this section shall be effective upon the posting of appropriate signage and notification to the Chief of Police by the Director of Public Safety.
