No person shall stand or park a vehicle, except when necessary to avoid conflict with other traffic or with the provisions of this Traffic Code, or in compliance with the directions of a police officer or a traffic control device, in any of the places, or for longer periods of time, or during the hours specified, as may be applicable and as designated in Sections 351.04 through 351.16, inclusive, or as designated in the regulations promulgated by the Director of Public Safety as provided for, and authorized by, this Traffic Code.
