No resolution of a permanent character or ordinance shall be passed until it has been read on three separate days, unless the reading on three separate days has been dispensed with by a two-thirds vote of all members of Council. All ordinances and resolutions shall be read unless a copy thereof shall have been furnished to each member of Council.
