(a) The Director of Public Works, subject to approval by the Board of Control, is hereby authorized to join with the Westshore Council of Governments in issuing invitations to bid and requests for proposals, as determined by the appropriate officials of the Westshore Council, for vehicles, equipment, operating supplies, repair and maintenance materials, contractor services and such other equipment and supplies as may be deemed beneficial by the Westshore Council of Governments and the Director of Public Works for collective bidding.
(b) The Director of Public Works, with the approval of the Board of Control, is hereby authorized to sign invitations to bid or requests for proposals in the name of the City of Lakewood, and to be bound by all contract terms and conditions as the Westshore Council of Governments shall prescribe in such collective procurement procedures, and by any contracts and agreements resulting from such procedures.
(c) The Director of Public Works, subject to the approval of the Board of Control, is hereby authorized to agree, in the name of the City, to pay directly to the vendor or through the Westshore Council of Governments, under each such collective purchasing agreement in which it participates, for items or services it received pursuant to such contracts or agreements, and the Director of Finance is hereby authorized to make such payments.
(d) All such contracts or purchasing agreements shall be subject to the approval of Council either by way of the inclusion of such expenditure in the annual budget and inclusion of items and equipment in the general purchasing ordinance, or by individual resolution of Council if not previously provided for as above.
(e) The Clerk of Council shall forward a certified copy of this section to the appropriate official of the Westshore Council of Governments and to the Clerk of Council of each of the other member cities. (Ord. 73-90. Passed 9-4-1990.)
