(a) Participation in Contracts With the Ohio Department of Administrative Services.
(1) The Mayor, Director of Finance, Director of Law and Director of Public Works hereby request authority, in the name of the City, to participate in State contracts which the Department of Administrative Services, Office of State Purchasing, has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio R.C. 125.04.
(2) The Mayor, Director of Finance, Director of Law and/or Director of Public Works are hereby authorized to agree, in the name of the City, to be bound by all contract terms and conditions as the Department of Administrative Services, Office of State Purchasing, prescribes. Such terms and conditions may include a reasonable fee to cover the administrative costs which the Department of Administrative Services incurs as a result of the City's participation in a contract. Further, the Mayor, Director of Finance, Director of Law and/or Director of Public Works shall be bound by all such terms and conditions.
(3) The Mayor, Director of Finance, Director of Law and/or Director of Public Works are hereby authorized to agree, in the name of the City, to directly pay the vendor, under each such State contract in which it participates, for items it receives pursuant to the contract, and the Mayor, Director of Finance, Director of Law and/or Director of Public works shall directly pay the vendor.
(4) The Clerk of Council shall forward a certified copy of this section to the Department of Administrative Services, Office of State Purchasing.

(b) Participation in Contracts With the Ohio Department of Transportation.
(1) The Mayor, the Director of Finance, the Director of Law and the Director of Public Works, subject to the approval of the Board of Control, are hereby granted authority to participate in contracts of the Ohio Department of Transportation for the purchase of machinery, materials, supplies or other articles which the Department has entered into pursuant to Ohio R.C. Section 5513.01(B).
(2) The Mayor, the Director of Finance, the Director of Law and the Director of Public Works, subject to the approval of the Board of Control, are hereby authorized to agree to be bound by all terms and conditions as the Ohio Director of Transportation prescribes.
(3) The Mayor, the Director of Finance, the Director of Law and the Director of Public Works, subject to the approval of the Board of Control, are hereby authorized to agree to directly pay the vendor, under each such contract of the Ohio Department of Transportation in which the City participates, for items the City receives pursuant to such contract.
(4) The City agrees to hold the Ohio Director of Transportation and the Ohio Department of Transportation harmless for any claim or dispute arising out of participation in a contract pursuant to Ohio R.C. 5513.01(B).
