107.10 NOTICE OF PROPOSED CHARTER AMENDMENTS.
   Notice of proposed Charter amendments shall be given in one of the following ways:
   (a)   Not less than thirty days prior to the election at which the amendment is to be submitted to the electors, the Clerk of Council shall mail a copy of the proposed charter amendment to each elector whose name appears upon the poll or registration books of the last regular or general municipal election.
   (b)   The full text of the proposed charter amendment shall be published once a week for not less than two consecutive weeks in a newspaper published in the City, with the first publication being at least fifteen days prior to the election at which the amendment is to be submitted to the electors. If no newspaper is published in the City, then such publication shall be made in a newspaper of general circulation within the City.
