For the purpose of designating public depositories, notice of the adoption of a resolution estimating the amount of public moneys to be awarded to any such depository and a request for competitive bids to serve as a depository shall be given by publication of such notice and request once in a newspaper of general circulation in the City and by mailing a copy thereof to the principal office of each bank having its principal office in Cuyahoga County.
