When an expenditure within a department, other than the compensation for professional services rendered or compensation of persons employed therein, exceeds three thousand five hundred dollars ($3,500), the notice to bid shall be published in a newspaper of general circulation in the City once a week for not less than two nor more than four, consecutive weeks.
