(A) Cul-de-sac streets, permanently designed as such, shall not exceed 600 feet in subdivisions in which lots are less than two and one-half acres in size. In subdivisions where lots are two and one-half acres in size or greater, cul-de-sacs shall not exceed one-quarter mile in length. A variance may only be granted to this requirement if it can be clearly shown that by reason of unfavorable land form, or the irregular shape of the land from which the subdivision is being made, a normal street pattern cannot be established, or that land would be wasted by not granting such a variance. Lots with frontage at the end of the cul-de-sac shall have a minimum of 60 feet of road frontage and meet the lot width requirement at the building setback line for the zoning district in which the property is located.
(B) Unless future extension is clearly impractical or undesirable, the turnaround right-of-way shall be placed adjacent to a property line and a right-of-way of the same width as the street shall be carried to said property line in such a way as to permit future extension of the street into the adjoining tract. At such time as such a street is extended, the acreage covered by the turnaround outside the boundaries of the extended street shall revert in ownership to the property owner fronting on the temporary turnaround. To assure such streets can be constructed according to this code, the street shall be rough graded or typical sections shall be submitted and approved by the City Engineer.
