(A) The city is organized under M.S. § 412.572 (1989), as it may be amended from time to time, as an optional Plan A statutory city.
(B) M.S. § 412.581, as it may be amended from time to time, provides, “The Council is composed of five members consisting of the Mayor and four Council members, with the Clerk-Administrator, Treasurer and/or Deputy Clerks being appointed annually.”
