(A) Any person driving a vehicle on any street shall drive it at a careful and prudent speed not greater than is reasonable and proper having due regard to the traffic, surface and width of the street, congestion and any other conditions then existing, and no person shall drive a vehicle at such a speed as to endanger the life, limb or property of a person.
(B) No person shall drive any vehicle on park land, or the public swimming beach, unless said vehicle is authorized by the City Council.
(C) Unreasonable acceleration of any motor vehicle on any highway, street, roadway, private road or driveway, public park and other public places within the city is hereby declared to be unlawful and a public nuisance as defined in Ordinance No. 73.
