(A) No person shall consume 3.2% malt liquor on a public highway, or in a public park or other public place including the streets, parking lots and sidewalks of the city.
(B) Upon application and approval of the City Council, the Council may issue a permit to non-profit corporations and organizations for consumption of 3.2% malt liquor within a public park or parking lot for a specific occasion. In granting such permit, the Council may impose such conditions and restrictions as it deems proper to preserve the public peace and safety, according to the conditions set forth in Ordinance No. 68.
