The Animal Control Officer shall have legal powers necessary to enforce this subchapter, all ordinances enacted pursuant to this subchapter and all statutes, rules, and laws of the State of Minnesota for the control and protection of animals, as applicable, including authority to issue complaints for violations. The City Council shall annually review the work and compensation of the Animal Control Officer.
