The City Council shall have the authority to designate municipal parking lots upon property owned or controlled by the city and, further, shall provide and designate from time to time by resolution parking rates, handicapped parking zones, hours of use and all other reasonable regulations with regard to the use thereof. The fees for such parking shall be in accordance with the current city fee schedule, as amended. Persons parking in the municipal parking lots must pay said fees.
