For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
MOTOR VEHICLE. Any self-propelled Motor Vehicle or other vehicle on wheels which would ordinarily travel on public Streets.
OWNER. Includes any person, firm, association, or corporation owning, renting, or having charge of a Motor Vehicle.
SNOW-REMOVAL PERIOD. A period of time of no more than 48 hours after each snowfall, except that said SNOW-REMOVAL PERIOD shall be deemed to have terminated on those Streets on which snow has been removed if the removal has been completed in a period of time less than 48 hours.
STREET. Any Street, avenue, or other public way in the city.
